OVERVIEW

The Mahomet-Seymour CUSD #3 Board of Education and the Mahomet-Seymour Education Association (MSEA) have been negotiating a successor collective bargaining agreement since March 30, 2026. To date, the teams have met fourteen times, including three sessions with a mediator. Overall, negotiations have remained respectful and amicable, with both teams committed to reaching an agreement that supports our employees and keeps the best interests of our students at the forefront.

While progress has been made, the parties have not yet reached a complete agreement. As part of its commitment to transparency, the Board of Education is making its most recent proposal and supporting information available on the District’s website. These materials include the parties’ most recent proposals, cost information, and additional context regarding items currently being discussed.

This document is part of that information. The questions and answers below are intended to give employees and community members clear, factual detail about where negotiations stand, what the Board has proposed, and the financial and instructional considerations behind it.

KEY FACTS ABOUT THE BOARD’S OFFER

  • The Board presented its last, best, and final offer on August 31, 2026. Progress has been made, but the parties have not yet reached a complete agreement.
  • The Board's offer provides salary increases of 5.0%, 5.0%, 4.0%, and 4.0% over four years for teachers and certified staff, paraprofessionals, custodians, office professionals, registrars, nurses, bus drivers, bus monitors, and lunchroom supervisors, with additional hourly increases for bus drivers and Head Custodians. In at least the past 20 years, the MSEA has never realized a 5.0% annual increase.
  • The Board's offer increases its monthly health insurance premium contribution in each year of the agreement, from $990 per month today to $1,120 per month in the final year.  These increased contributions by the Board are meant to address the increasing costs of health insurance.
  • The Board's offer sets weekly plan time at 200 minutes at both Middletown Prairie and Lincoln Trail. At Middletown Prairie, that is an increase from the current 180 minutes. Beginning in 2027-28, it also adds twenty (20) minutes of daily K-5 instructional time without increasing the length of the elementary teacher contractual day.
  • The Board originally proposed PLC collaboration for PreK-12 staff and, through negotiations, narrowed the proposal to PreK-5. The current contract provides two K-5 PLC collaborations per month. The Board's offer keeps two collaborations per month, extends each from 30 to 40 minutes, and expands participation to PreK teachers. Both collaborations would be scheduled at a time the grade level and District agree on, which may include planning time, before school, or after school.
  • The Board’s offer already requires the District to deficit spend and use approximately $400,000 in Education Fund reserves in year one. The Board is willing to make that investment because the proposal provides additional instructional and collaboration time at the K-5 level, giving students more access to their classroom teachers and more time focused on learning.
  • The Board believes this added instructional time has meaningful value for students and supports stronger teaching and learning across the District. However, the Board is not comfortable increasing deficit spending beyond this level. A larger financial commitment would draw down reserves more quickly and create greater financial pressure in future years. The Board believes its offer balances an important investment in student instruction with the need to protect the District’s long-term financial stability.
  • Mahomet-Seymour holds ISBE’s highest financial designation, “Recognition,” which it regained in 2022 after sitting at “Watch” status as recently as 2019. The Board does not intend to return to a lower designation.
  • The District’s 154.97 days of cash on hand is below the 180 days ISBE requires for a top Financial Profile score, and Mahomet-Seymour has the second-lowest equalized assessed value per student among 25 comparison districts from the surrounding area.
  • New Evidence-Based Funding from the State of Illinois to the District has fallen from $2.02 million in FY24 to $291,312 in FY27, an 86% decline.
  • No additional mediation sessions are scheduled at this time. Negotiations may continue, and the parties may reach an agreement at any time.
  • The MSEA and Board of Education have tentatively agreed to over 35 items.  Some are small grammatical changes to the contract, others are more substantive. Of those tentative agreements, items to note are as follows:
    • Language regarding Involuntary transfers
    • Clarification about sick leave banks
    • Language on Teacher Evaluation
    • Dual Credit Stipends and Course Reimbursement
    • Retirement Incentive language for TRS and IMRF employees
